Sales tax in PA on aircraft sales (no dealer involved)?

Looking at an EAB in Pennsylvania, buying it from the builder: the PA tax website is mostly useless for particulars - is there a tax on such a sale in PA?
 
If the address of the purchaser is in Pennsylvania, or if the aircraft is used in Pennsylvania after purchase, the 6 percent (0.06) tax rate applies. The 7 percent (0.07) tax rate applies to Allegheny County addresses or use and the 8 percent (0.08) tax rate applies to Philadelphia County addresses or use.

Thank you! I'm in NC, 4.75%, it's a property tax, max of $2,500. The builder plans to fly it with me to NC - we'll complete the transaction here.
